He comes from a prominent shipping family, with his father founding Leif Høegh & Co in 1927. He studied law at the University of Oslo and completed an MBA at Wharton School. Høegh served as chairman of his family business from 1984 to 2003 and was president of the Norwegian Shipowners' Association from 1994 to 1995. He also attempted to promote professional golf in Norway by forming 'Team Norway' in 2005.
