William Hull 'Bud' Forster Sr. is a retired lieutenant general in the United States Army, born on June 24, 1939. He served as the military deputy to the U.S. Assistant Secretary of the Army for Research, Development and Acquisition from 1992 until his retirement in 1995. His prior role was as commanding general of the Army Operational Test and Evaluation Command from August 1991 to August 1992. His military career spans several decades of service and leadership in the U.S. Army.
