He earned a B.S. in management from Temple University and an M.B.A. from Indiana University. He was commissioned as a second lieutenant in 1955 and served in various countries including Germany and Vietnam. Gourley retired on November 30, 1989, and later contributed to planning the civilian reuse of Fort Ord, leading to the establishment of the Major General William H. Gourley VA-DoD Outpatient Clinic in 2017.
