Xavier Popelier, born on December 2, 1929, is a former basketball player who became the iconic president of CSP Limoges in 1961. Under his leadership, the club rose from regional excellence to Nationale 1. He modernized and professionalized French basketball alongside Jean-Claude Biojout. During the 1980s, the CSP won numerous titles, including six French championships. Although he stepped down in 1993, he remained club president and oversaw the construction of the Palais des Sports de Beaublanc in 1981. He faced legal issues in 2000 but was ultimately exonerated.
