He served as the Vice-Chairman of the Hebei People's Congress and previously held positions such as Vice Governor of Hebei and Communist Party Secretary of Kunming. Yang was investigated by the Chinese Communist Party's anti-graft agency in April 2017 for alleged bribery of 206 million RMB, as stated by The Second People's Court of Tianjin in 2018.
