Yorikane Masumoto is a Japanese bureaucrat and politician who served as the 25th mayor of Kyoto from 1996 to 2008. Born on January 29, 1941, in Dairen (currently Dalian, Liaoning, China), he was deported to Japan after World War II and settled in Kyoto. Masumoto graduated from Chuo University in 1963 and began his career in the Kyoto education department. He was appointed deputy education director in 1988 and became superintendent in 1992 before winning the mayoral election in 1996. He announced his retirement from politics in 2007.
