Himei graduated from Okayama University with a master's degree and was first elected to the House of Councillors in 2007 after two terms in the Okayama Prefectural assembly. In 2008, she was set to join a new party, Kaikaku Club, but she withdrew her membership and reaffirmed her commitment to the Democratic Party.
