Yusuf Ziya Özcan is a Turkish social scientist born on March 15, 1951, in Ankara. He served as the President of the Higher Education Council of Turkey (YÖK) from late 2007 to 2011. Özcan was at the center of political controversies regarding higher education policies and Turkish secularism. In 2008, he was named one of the fifty most influential people in Turkey.
