Zifkat Saetgaliev, born on March 18, 1947, is a notable scientist and politician in the USSR and Russia. He served as the first secretary of the Communist Party Committee in the Alshay District of the Bashkir ASSR and directed the Agricultural Scientific Research Institute in Bashkortostan. Furthermore, he was a deputy in the Supreme Soviet of the Bashkir ASSR and served two terms in the Russian State Duma from 1993 to 1999. Saetgaliev holds a doctorate in economics and is recognized as an honored agricultural worker in Bashkortostan.
