Artur-Mihail Rätsep was an Estonian journalist, born on May 30, 1918, in Rakvere. He served in the Estonian Army before being mobilized into the Red Army, eventually being demobilized in 1946 after World War II. He studied at Tallinn Polytechnic Institute, graduating with honors in economics. During his studies, he worked as a freelance photographer for the magazine Nõukogude Naine. Rätsep later worked at the newspaper Rahva Hääl, where he held various positions including deputy editor from 1968 to 1988, and was a member of the Estonian SSR Journalists' Union from 1959 to 1997.
