He was a Democrat representing District 15, which included the Yakima Valley and parts of Benton County. Prior to his political career, Baugher worked as an electrician and served on the Governor's Electrical Licensing Board. He was also an active orchardist for 55 years, operating an orchard with his wife Norma. Baugher was involved in organizations such as the Masonic Lodge and the Shriners, and passed away in 2017.
