He graduated from the Coast Guard Academy in 1975 and served in various positions, including helicopter squadron leader in Brooklyn, New York, from 1977 to 1982. He held senior roles in the Office of Budget and Programs, the Homeland Security Council, and the Integrated Deepwater System Program. Blore commanded the Thirteenth Coast Guard District from 2009 to 2011 and retired after 36 years of service. He has received multiple military awards, including the Legion of Merit and the Meritorious Service Medal.
