Sir Graham Allan Hart (born 13 March 1940) is a retired British civil servant. He was educated at Brentwood School and Pembroke College, Oxford. Hart's career began in the Department of Health and Social Security, later becoming the permanent secretary of the Department of Health from 1992 to 1997. After retirement, he chaired the King's Fund and Citizens Advice, served on the advisory committee of the Centre for History in Public Health, and pursued a PhD in early modern history. He was honored with Companion and Knight Commander titles in the Order of the Bath.
