A native of Pasadena, California, he graduated with a BA in Psychology and earned multiple advanced degrees including a Doctor of Philosophy. Horn's extensive military career included service assignments in various U.S. Navy and Marine Corps capacities, along with active duty support for Operations Enduring Freedom and Iraqi Freedom. He is an ordained minister and has served at Westminster Presbyterian Church since 1986.
