He Shaochuan (May 1938 – January 22, 2019), also known by his pen name Xiaoquan, was a Chinese journalist and politician. He was born in Quanzhou, Fujian. He served as the deputy secretary of the Fujian Provincial Committee of the Communist Party of China and as the vice-chairman of the Fujian Provincial Political Consultative Conference. He graduated in 1959 from Xiamen University, majoring in Chinese language and literature.
