Henrik Kochinyan is an Armenian engineer and politician, born on May 7, 1948. He served as the Minister of Transport and Communications of Armenia from December 5, 1991, to November 8, 1996, under the governments of Gagik Harutyunyan and Khosrov Harutyunyan, and also under the government of Herman Bagratyan. Later, he continued in the same role from November 8, 1996, to April 20, 1998, under the governments of Aram Sargsyan and Robert Kocharyan.
