He graduated from the University of Ljubljana in 1958 and received a doctorate in 1989. He taught at a primary school and later at the Pedagogical Academy, focusing on Slovenian language studies. He authored a poetry collection and directed a comedy. Čar was a member of the European Academy of Sciences and Arts and an honorary member of the Slovenian Philological Society.
