José María de Miguel Gil is a Spanish economist, lawyer, and politician born in Logroño in 1950. He was a member of the regional executive committee of the PSOE. He was elected senator for La Rioja in the 1982 general elections, where he negotiated the statute of autonomy for La Rioja. In 1983, he became the first president of the autonomous community and held the position until 1987.
