He dropped out of Waseda University and joined 'Natsukusa,' a haiku group, in 1954. He was an influential figure in haiku poetry and held various editorial and selection positions at major literary institutions. Some of his notable works include '辻俳諧' and '燠の海.' Saitō was also an active member of the Japan PEN Club and the Japan Writers' Association.
