Satō graduated from the University of Tokyo in 1979 and received his doctorate in sociology from the same university in 2005. He has held various positions at the University of Tokyo, including professor, vice-president, and director of the Center for Research and Development of University-High School Connection. He is also a special professor at the University of Tokyo's Future Vision Research Center. He has authored numerous books and articles on a wide range of topics, including Japanese culture, media, and social change. Satō is known for his work on the history of social research in Japan and his contributions to the field of cultural resource studies.
