He served as a deputy in the State Duma of the Federal Assembly of Russia from 2000 to 2003, where he was a member of the Committee on Regulations and Organization of the State Duma's work and the Committee on Information Policy. Tekeev was part of the 'Fatherland — All Russia' faction, later joining 'United Russia'. He led the regional branch of United Russia in Karachay-Cherkess Republic from 2000 to 2003.
