He was born in Tokyo or Chiba and graduated from the University of Tokyo in 1947. Ōki made his debut in music criticism in 1951 with a review of violinist Yehudi Menuhin. He served as a music critic for "Music Arts," "Tokyo Shimbun," and "Mainichi Shimbun," and provided commentary for radio and television music programs. He was a professor at Atomi University and the father of fellow music critic Masaaki Ōki.
