José Orlando Mena Delgado is a Salvadoran politician and agronomist engineer born on March 17, 1959, in Chalatenango. He served as the mayor of Santa Ana from 2000 to 2009, initially representing the FMLN party before switching to independent after disagreements. Mena is a founding member of the Ministry of Finance Employees Union and has a background in leftist political movements. He graduated as an agronomist in 1992 and attempted a legislative run in 1997. His political career saw reelections in 2003 and 2006, but he lost in the 2009 mayoral elections.
