Per Høybråten was a Norwegian politician affiliated with the Christian Democratic Party, born on March 8, 1932, in Nesodden. He held various positions including chairman of the Youth of the Christian People's Party from 1963 to 1966, and served as a deputy representative to the Norwegian Parliament from 1973 to 1977. Høybråten was also a member and deputy mayor of Oslo city council from 1967 to 1987, and worked as a State Secretary in two different cabinets. Outside politics, he was a veterinarian and prorector of the Norwegian School of Veterinary Science.
