Viktor Mikhailovich Ryumkin (January 31, 1931 – April 22, 2019) was a Soviet military leader, engineer, and scientist, notable for his work in missile systems and space technology. He chaired the Scientific and Technical Committee of the Strategic Missile Forces from 1979 to 1989 and served as the Deputy Head of the Ministry of Defense of the USSR regarding armament from 1989 to 1991. As a General-Lieutenant, he significantly contributed to ballistic missile development and was awarded the USSR State Prize in 1985 for his efforts in missile production and testing.
