Dmitry Platonovich Semchenko (1902–1990) was a Soviet chemist, professor, and doctor of technical sciences. He served as the rector of the Novocherkassk Polytechnic Institute in 1938-1939 and again from 1949 to 1952. An expert in electrochemistry, he was honored as an eminent chemist in the USSR. Semchenko, along with his graduate student K. G. Ilyin, was the first in the world to solve the problem of synthesizing chlorates and perchlorates from hydrochloric acid, establishing a scientific school in electrochemical synthesis.
