Richard Arthur Lloyd Livsey, Baron Livsey of Talgarth (2 May 1935 – 16 September 2010), was a Welsh politician and member of the Liberal Party until 1988, then the Liberal Democrats. Born in Talgarth, he earned an MSc in Agricultural Management from the University of Reading. He was elected as a Member of Parliament for Brecon and Radnorshire in a by-election in 1985, winning again in 1987. A prominent figure in the devolution campaign of 1997, he was also the leader of his party in Wales from 1988 to 1992.
