Born on February 24, 1931, in New Waterford, Nova Scotia, he was educated at St. Francis Xavier University, earning degrees in arts and education. He began his career as a physical education teacher and later became the recreation director for Nova Scotia. MacNeil's political journey began with a contested victory in 1989, and he was re-elected in 1993 but did not seek re-election in 1998.
