Forsberg was elected to the Norwegian Parliament in the 2009 election, representing the Østfold constituency. During his parliamentary term from October 1, 2009, to September 30, 2013, he was a member of the Labour Party parliamentary group. Prior to that, he served as an alternate member of the Norwegian Parliament from 2005 to 2009, also representing Østfold and being part of the Labour Party.
