He graduated from Kuldre 8-klassiline Kooli in 1963 and obtained a degree in agronomy from the Estonian Agricultural Academy in 1972. Saarman served in various roles, including assistant at the Estonian Agricultural Academy and deputy director of Adavere sovkhoz. He was a member of the Estonian Supreme Council from 1990 to 1992, where he supported Estonia's independence. He has been involved in local government and has held positions in several agricultural organizations.
