Esmeraldo Tarquínio was a Brazilian politician born on April 12, 1927, in São Vicente. He served as a city councilor and a state deputy, and was an influential member of the old MDB party. Tarquínio was elected mayor of Santos in 1968 but was unable to assume office due to the military regime's annulment of his mandate. His election would have made him the first Black mayor of the city. He suffered a stroke in 1982, five days before an expected election for state deputy, and passed away on November 10, 1982.
