Masatoshi Nishimura (February 11, 1921 - June 20, 2011) was a Japanese politician who served as the mayor of Saga City for three terms until 1999. He graduated from Saga Prefectural Saga High School in 1939 and worked in various government roles, including as Deputy Mayor of Imari and Saga. He contributed to the development of the 1989 Hot Air Balloon World Championships and negotiated the construction of a flood control facility following a 1990 disaster. Nishimura passed away at the age of 90 due to multiple myeloma.
