Born on February 28, 1901, he was educated at Eton College and Oxford, before serving as a Lieutenant-Colonel in the Royal Artillery during World War II. He inherited his title from his father in 1941 and had a career in management post-war. He was married to Anne Margaret Meade-Fetherstonhaugh and had three children, including James Hugh Cecil, who succeeded him. Lord Rockley passed away on January 26, 1976.
